  • 24(xii)The Government may notify other persons or classes for registration on the Council's recommendations.

Section 24 requires the listed categories of persons to register despite the turnover-based rule in section 22(1). The categories include specified suppliers, reverse-charge payers, tax deductors, Input Service Distributors and electronic commerce operators. Overseas online service and money-gaming suppliers are also included in the stated circumstances, and the Government may notify further persons or classes on the Council's recommendations.[1]

The opening override reaches section 22(1). Section 23(2), in turn, operates notwithstanding section 24, so its exemption power must be read with this list. The operator-linked supplier category excludes supplies under section 9(5), while persons paying under that provision have their own category. Separate registration does not remove the express tax-deductor or Input Service Distributor requirements.

Section 24 has been in force since 22 June 2017. The section 52 collection qualification for electronic commerce operators took effect from 1 February 2019. Clause (xia), covering overseas online money gaming, was inserted from 1 October 2023, when words at the end of clause (xi) were also omitted. Those omitted words are not preserved.
