At a glance

Entitlement and conditions

  • 138A(3)The auto-population provision is conditional on invoice uploading under sub-rule (2) and information in FORM GST INV-1. It does not state that an Invoice Reference Number alone triggers auto-population.

Bars, duties and time limits

  • 138A(1)The person in charge carries the invoice, bill of supply or delivery challan, together with a physical e-way bill, its electronic number or a notified RFID mapping. The e-way bill carriage requirement in clause (b) does not apply to movement by rail, air or vessel.
  • 138A(1) second provisoFor imported goods, the person also carries the importer’s bill of entry and gives its number and date in Part A of FORM GST EWB-01.

Procedure, powers and definitions

  • 138A(2)For an invoice issued under rule 48(4), the QR code containing the Invoice Reference Number may be produced electronically instead of the physical tax invoice for verification.
  • 138A(4)The Commissioner may notify transporter classes that must embed an RFID device on the conveyance and map the e-way bill before movement.
  • 138A(5)Where circumstances warrant, a notification may require a tax invoice, bill of supply or bill of entry instead of the e-way bill, or a delivery challan for movement otherwise than by supply.

Rule 138A specifies the documents and electronic identifiers carried with goods in transit. The person in charge generally carries the relevant supply document and e-way bill information, with transport-mode and notified exceptions. Imported goods require additional bill-of-entry particulars. For an invoice issued under rule 48(4), an electronic QR code containing its Invoice Reference Number can replace the physical invoice for verification.[1]
