GST›CGST Rules, 2017›Chapter VIII, Returns

At a glance

Rule 61 requires covered registered persons to furnish GSTR-3B electronically and sets ordinary monthly and quarterly deadlines. It excludes the specified special categories, including composition persons, Input Service Distributors and non-resident taxable persons. Monthly filers use the twentieth day of the following month. Quarterly deadlines depend on the principal place of business in the listed State or Union territory group.[1]

Quarterly filers deposit tax for the first two months through PMT-06 by the twenty fifth day of the following month, subject to notified extensions. The available cash-ledger balance may be considered in the stated manner. Return liability discharge remains subject to section 49. The quarterly return debits the deposits, and refund of their remaining balance must await that return.

The substituted rule took effect on 1 January 2021. Its monthly and quarterly GSTR-3B framework is separate from the former GSTR-3 provisions reproduced in the amendment history. Earlier temporary monthly deadlines in that history should not be treated as the operative quarterly table. The relevant principal-place group and the applicable filing period determine which ordinary deadline is being considered.
