GST›CGST Rules, 2017›Chapter IV, Determination of Value of Supply

At a glance

Procedure, powers and definitions

  • Rule 27(a)–(b)The starting point is open market value. If unavailable, the value is the money consideration plus the money equivalent of non-money consideration, where that equivalent is known at supply.
  • Rule 27(c)–(d)If those methods cannot determine value, supplies of like kind and quality are used. If that also fails, the money consideration is added to the non-money equivalent determined under rule 30 and then rule 31, in that order.
  • Rule 27, illustrationsThe phone-exchange illustration uses the phone’s price without exchange. The laptop-and-printer illustration instead adds the known printer value to the money paid where the laptop’s open market value is unknown.

Rule 27 values supplies where consideration is partly or wholly non-monetary. Open market value comes first. If it is unavailable, the rule moves through a known money equivalent and then supplies of like kind and quality. Only when those methods fail does it use the cost and residual rules, in that order, to establish the non-money component.[1]
