GST›CGST Rules, 2017›Chapter IX, Payment of Tax

At a glance

Rule 86 maintains the electronic credit ledger in PMT-02 for each eligible registered person. Credit claims enter that ledger, while liability discharge and unutilised-credit refund claims create the prescribed debits. The discharge route follows sections 49, 49A and 49B. Separate re-credit procedures apply to rejected refunds, admissible wrong or excess tax payments and repayment of specified erroneous refunds.[1]

The proper officer orders re-credit through PMT-03 or PMT-03A according to the route. Repayment of a specified erroneous refund requires a cash-ledger debit through DRC-03, with applicable interest and penalty. Direct ledger entries are restricted to what the Chapter provides. A registered person noticing a discrepancy must communicate it through the portal in PMT-04 to the jurisdictional officer.

The footnotes identify the additional utilisation references from 1 February 2019, followed by insertion of the wrong-or-excess-tax and erroneous-refund re-credit routes. A later omission removes the Rule 96 qualifier from the latter route. Those changes do not merge the procedures: the refund type, original ledger debit, repayment method and proper officer’s order remain distinct requirements under their respective sub-rules.
