GST›CGST Rules, 2017›Chapter VI, Tax Invoice, Credit and Debit Notes

At a glance

Rule 48 prescribes how invoices are prepared and how their serial numbers are furnished. Goods ordinarily require triplicate copies and services duplicate copies, with specified markings. A notified class of registered persons instead follows the Invoice Reference Number procedure. An invoice prepared in that manner falls outside the ordinary goods and services copy requirements under the express exception.[1]

The notified procedure requires uploading the information in GST INV-01 and obtaining an Invoice Reference Number before preparing the invoice. Government notifications define the covered class, manner, conditions and restrictions on Council recommendation. The Commissioner may grant the stated time-bound exemption by notification. Where that procedure applies, preparing an invoice in another manner attracts the express non-invoice consequence.

The footnotes identify insertion of the notified preparation framework by Notification No. 68/2019-CT dated 13 December 2019. The Commissioner’s exemption proviso is stated to apply from 30 September 2020. A later amendment names GSTR-1A alongside GSTR-1 for serial-number furnishing. Those amendments must be considered separately from the dates and coverage of the notifications specifying the persons required to follow the procedure.
