GST›CGST Rules, 2017›Chapter IX, Payment of Tax

At a glance

Rule 86B restricts credit-ledger use for output tax where the specified monthly taxable-supply value exceeds fifty lakh rupees. It overrides the other rules and caps that use at ninety-nine per cent of the liability, subject to its exceptions. Exempt and zero rated supplies are excluded from the threshold. The restriction therefore requires both the correct monthly base and consideration of each relevant exception.[1]

The exceptions concern specified income-tax payments, qualifying unutilised-credit refunds, cumulative cash-ledger discharge and listed public bodies. The Commissioner or authorised officer may also remove the restriction after the verifications and safeguards considered fit. A later goods-specific exception covers qualifying non-manufacturers where the supplier paid tax on retail sale price. Each route has its own persons, period and amount requirements.

The footnotes identify the main insertion by Notification No. 94/2020-CT and the later goods-specific clause from 1 February 2026. That later exception is confined to the specified goods and does not describe a general exemption for all supplies of a non-manufacturer. The exact number of persons required in some income-tax role categories remains unsettled under the stated wording.

Retain named persons and both years; no count inferred from an entity-level tax flag.
