GST›CGST Rules, 2017›Chapter VIII, Returns

At a glance

Rule 59 sets the form and manner for outward-supply details under section 37. Registered persons within its scope furnish GSTR-1 electronically for the month or quarter, with the stated exclusion for IGST section 14 persons. Quarterly filers may use the invoice furnishing facility for registered-recipient supplies in the first and second months, subject to its value and timing limits.[1]

The rule distinguishes invoice-wise details from rate-wise or State-wise consolidation and includes debit and credit notes. GSTR-1A permits optional amendments or additional details after GSTR-1 and before the corresponding GSTR-3B. Overriding filing restrictions concern prior GSTR-3B returns, specified discrepancy intimations and bank details. The conditions of each restriction must be considered separately from the outward-supply reporting format.

The substituted framework took effect on 1 January 2021, with the later prior-return change from 1 January 2022. The special April and May 2021 invoice-facility windows belong only to those months. Later amendments introduce GSTR-1A and revise the inter-State unregistered-recipient invoice threshold to one lakh rupees from 1 August 2024. Superseded wording does not add operative requirements.
