At a glance

Bars, duties and time limits

  • Rule 19(1)Changes to particulars in the specified registration or Unique Identity Number applications require signed or electronically verified FORM GST REG-14 with supporting documents within fifteen days. The extension to composition intimations in FORM GST CMP-02 is pending.
  • Rule 19(1A)Despite the event-date effect stated in sub-rule (1), an amendment cannot take effect before submission without the Commissioner’s order giving written reasons and any specified conditions.

Procedure, powers and definitions

  • Rule 19(1), proviso (a)–(b)Changes to legal name, business addresses or the specified persons responsible for daily affairs, where cancellation is not warranted, require verification and FORM GST REG-15 within fifteen working days of receipt. Legal-name and specified management changes apply to all registrations on the same Permanent Account Number.
  • Rule 19(1), provisos (c)–(d)Other particulars amend on submission. A constitution change causing a new Permanent Account Number requires FORM GST REG-01. Changes to an authorised signatory’s mobile or email require online verification under rule 8(2).
  • Rule 19(2)–(4)An unwarranted amendment or incomplete or incorrect documents may prompt FORM GST REG-03 within fifteen working days of receipt. The person replies in FORM GST REG-04 within seven working days of service. No timely reply or an unsatisfactory reply requires rejection in FORM GST REG-05.
  • Rule 19(5)No officer action within fifteen working days of submission or seven working days of receipt of the reply results in amendment as applied for and availability of the amended certificate on the portal.
  • Rule 19The law does not settle which days count as working days for these periods.

A registered person must apply to amend changed registration particulars within fifteen days. Specified changes require verification, while others amend the certificate on submission. A constitution change producing a new Permanent Account Number requires fresh registration. Sub-rule (1A) overrides the event-date wording: an earlier effective date needs the Commissioner’s reasoned order and conditions. The addition concerning FORM GST CMP-02 remains pending commencement.[1]

Unsettled questions

The words of Rule 19 do not answer this question. Where one decides a matter on the file, the answer depends on the position taken on it.

  1. Which days count as working days in these fifteen- and seven-working-day periods? The existing section 65 calendar question is reused, with the contextual widening centrally recorded for registration-amendment periods; no calendar is adopted here.
